Lots (most? all?) drivers do not KNOW they are "SLOWER". Many states--Arizona and Texas are two that I know of--have signs that say, "LEFT LANE FOR PASSING ONLY" or, "KEEP RIGHT EXCEPT TO PASS"; such signs may not do it for everybody, but it helps if at least SOME drivers pay heed to them!
